- Vice-President Yemi Osinbajo has lauded World Bank’s new ranking of Nigeria’s economy

- The latest ranking revealed that Nigeria is one of top 10 most improved economies

- Osinbajo said that though President Muhammadu Buhari set target to move up to 20 in ranking, he was delighted that goal was exceeded

Vice-President Yemi Osinbajo on Tuesday, October 31, expressed delight over the World Bank’s latest “Doing Business” report that saw Nigeria moving up 24 places to 145th and recognising the country as one of the top 10 most improved economies in the world.

The Punch reports that Osinbajo congratulated all stakeholders who worked with the federal government to achieve what he described as “significant result.”

NAIJ.com gathered that his position was contained in a statement made available to journalists by his senior special assistant on media and publicity, Laolu Akande.

He said: “I welcome Nigeria’s improved performance. We are one of the top 10 reforming economies in the world in 2017. After a decade-long decline in Nigeria’s rankings, last year, the government recorded a modest increase.

“This year, Mr. President set us an ambitious target of moving up 20 places in the ranking – I am delighted that we have exceeded his goal.

“Improving the business environment is at the heart of the Buhari administration’s reform agenda. We are reinforcing our economic turnaround by a vigorous and active implementation of the Economic Recovery and Growth Plan so businesses operating in Nigeria can thrive and be competitive globally.

“For the first time, coordinated efforts across various levels of governments have been undertaken to make it easier to do business in Nigeria.

“I commend all stakeholders who worked with us to achieve this significant result, particularly the National Assembly, Lagos and Kano state governments, and the private sector.”

Osinbajo said the present administration would continue to ensure that SMEs operating in Nigeria find it easier to do business.

He said the government’s ultimate success would be the testimonials received from businesses across the country.

He said the report endorsed the direction that government has been taking to improve the ease of doing business in Nigeria over the last 12 to 18 months.

The Vice-President added that although the government has started getting positive feedback, there is still much work to be done before the full impact of the reforms would be felt by Nigerians.

He added: “Some of our critical ongoing reforms include a new sub-national ‘ease of doing business’ project being implemented in conjunction with all the states and the FCT to replicate similar reforms across the country.

“We are also collaborating with the National Assembly to deliver an Omnibus Bill to jointly furnish a more business-friendly legal framework for Nigerian businesses in the future.

“Furthermore, the Federal Executive Council has approved the concession of our major international airports, which will be fast-tracked to enable easier movement of persons.

“We are also nearing the implementation stage of our National Trading Platform to ensure our cross-border trading is more efficient, while collaborating with other countries to safeguard our security.

“This policy will also be supported by ongoing reform efforts to simplify trading within Nigeria, whether that be the ease of trade in goods, regulatory approvals or the protection of intellectual property.”

The World Bank highlighted five reforms making it easier to do business in Kano and Lagos, the two cities covered by the report in Nigeria over the course of last year.

They include Starting a Business; Dealing with Construction Permits; Registering Property; Getting Credit, and Paying Taxes.

On September 27, the second 60-day National Action Plan was approved by an expanded meeting of the Presidential Enabling Business Environment Council.

The plan has over 60 priority initiatives targeted to be attained by December 1.

The plan covers 11 areas this time, including new areas such as Enforcing Contracts, Simplifying the Procurement Process, and Trading Within Nigeria.

The PEBEC was established by the President in July 2016, with a mandate to sustainably and progressively make Nigeria an easier place to do business.

Meanwhile, NAIJ.com had previously reported that the International Monetary Fund (IMF) warned that the federal government proposed borrowing plan could create exchange rate risks for the Nigerian economy.

- A group has hailed President Muhammadu Buhari over the removal of Babachir Lawal as Secretary to the Government of the Federation (SGF) and Ayo Oke as Head, National Intelligence Agency (NIA)

- The group said the development will further boost the anti-corruption fight

- The group also said the action by the president will serve as deterrent to people who think they were too powerful to be caught by the anti-corruption web

An anti-corruption group has hailed President Muhammadu Buhari over the removal of Babachir Lawal as Secretary to the Government of the Federation (SGF) and Ayo Oke as Head, National Intelligence Agency (NIA).

The chairman of the group, Centre for Anti-Corruption and Open Leadership (CACOL), Debo Adeniran, gave the commendation in an interview with the News Agency of Nigeria (NAN) on Tuesday in Lagos.

According to him, the development will further boost the anti-corruption fight.

NAN reports that the President had in a statement issued by his Special Adviser on Media and Publicity, Femi Adesina on Monday announced the sack of the officials.

It would be recalled that Lawal had been suspended in April over alleged violation of due process in the award of contracts while Oke was suspended over the discovery of huge sum of foreign and local currencies in a Lagos apartment allegedly owned by the NIA.

Adesina said the sacking of the two officials was based on the recommendations of an investigative panel set up by the federal government, headed by vice president Yemi Osinbajo with Mr Boss Mustapha named new SGF.

Adeniran said the removal of the officials would give the right signal that the present administration was serious about its anti-graft fight.

He added that the development would also serve as deterrent to people who think they were too powerful to be caught by the anti-corruption web.

“We are extremely delighted at the sacking of these two officials as it would send the right signal about the seriousness of the anti-graft fight.

“It will no doubt serve as deterrent to impunity and those who think the anti-graft war will not get to them because of the high positions they occupy.

“We salute Buhari for this courageous step and we urge him to step up the fight against the polluters of the war in his government,’’ he said.

He urged the government not to stop at sacking the two officials but to further investigate them and subject them to diligent prosecution.

Adeniran also urged the Judiciary to play its part effectively in the matter and ensure that justice was done.

“This case is a big test for the judiciary and we are urging this important arm of government to play its part well to ensure justice is done in handling the cases.

“They should not allow anything to frustrate the cases when they are presented before them. They owe Nigerians that duty,’’ he said.

NAIJ.com earlier reported that President Buhari had signed agreements strengthening the government's effort in the fight against corruption.

The president in line with anti-corruption economic diversification vision signed instruments of ratification for a number of bilateral agreements.

It was also gathered that all relevant government agencies and bodies have been directed to commence immediate implementation of the agreements.

Late Sunday night, Rapp claimed House of cards actor, Kevin Spacey made a “sexual advance” toward him in 1986, when Rapp was a 14-year-old Broadway actor.

Netflix is exploring a “House of Cards” spinoff as the show’s final season nears amid controversy surrounding star Kevin Spacey.

The streaming channel, which reportedly is weighing different concepts for the spinoff, said Monday that the upcoming sixth season will be the last for “House of Cards.”

The announcement of the Emmy-winning political satire’s end came amid fallout from Spacey’s alleged sexual advances toward a 14-year-old actor in the 1980s. But Netflix had already decided to end the show and was pursuing a spinoff.

Spacey has apologized for the incident which he said he doesn’t recall but would have stemmed from “drunken behavior.” He also spoke publicly for the first time about being gay.

The final “House of Cards” episodes are in production, with a release date yet to be announced.

- Ohanaeze Ndigbo earlier urged its people living across the country to court more friends

- The Pan-Igbo group said such moves would help the Igbos actualise the ethnic group’s quest to produce Nigeria’s president in 2023

- But the people have said that they are being dribbled by the president general of the group, John Nwodo

Ohanaeze Ndigbo, an Igbo socio-cultural group, had earlier urged Igbos living in the north to court more friends so as to actualise the ethnic group’s quest to produce Nigeria’s president in 2023.

The call was contained in a communiqué issued at the end of a meeting of Ohanaeze Ndigbo in the 19 northern states and Abuja.

The meeting which held in Minna on Sunday, October 29, stated the group's resolve to promote one indivisible Nigeria with equal opportunities for all, and urged Igbo people resident in the north to live in harmony with their host communities.

It lauded the contributions of John Nwodo, the president general of Ohanaeze Ndigbo Worldwide, toward a united and prosperous Nigeria, and urged him to continue to defend the interest of the people.

The cultural group extended its hands of fellowship to other Igbo associations the world over, and called for more unity in the pursuit of Nigeria’s presidency in 2023.

Some others also accused the president general of Ohanaeze Ndigbo of dribbling the Igbos after preaching restructuring.

- Governor Ayo Fayose is alleged to be plotting the sack of 3,500 workers from the Ekiti civil service

- The Concerned Ekiti Patriot says Fayose gave the hint while speaking on radio

- The group says the state can pay its workers while warning the governor to jettison the plan

Governor Ayodele Fayose of Ekiti state is allegedly planning to retrench a total of 3,500 workers from the state’s civil service, the Concerned Ekiti Patriots (CEP) has alleged.

The CEP warned the governor to immediately jettison the idea to avoid facing the wrath of the people of the state.

However, attempts made by NAIJ.com to get Lere Olayinka, the governor’s spokesperson, to react proved futile as a message sent to him was yet to be responded to at the time of this report.

CEP alleged that “in a radio programme monitored in Lagos recently, Fayose hinted on the possibility of retrenching about 3,500 workers in a bid to reduce the government’s monthly wages and financial burden of six months unpaid salaries to state workers and nine months to local government staff.

“The governor, who was responding to a caller in the phone-in segment of the programme, had said that retrenching about 3,500 workers would give the government some relief, insisting that the civil service was over-bloated.

“He added that the office of the Civil Service Commission (CSC) was already compiling the list of redundant workers for the purpose of relieving them of their duties,” CEP alleged.

The interest group, which reacted through its coordinator, Elder Alaba Olugbade, warned that retrenching workers, who are already being owed several months of unpaid salaries, was not the solution to the state’s financial crisis.

CEP noted that the two tranches of the Paris Club loan refunds, the N1.3 billion budget support facility monthly and the federal allocations to the state were sufficient to offset the salaries of the workers if properly utilised.

“Rather than waste scarce resources of the state on white elephant projects and political patronage, the resources could be deployed for salary payments and some basic infrastructure that would make lives of the citizens of the state more meaningful.

“If truly Governor Fayose was serious about retrenching 3,500 workers as the condition for financial well-being of the state as pointed out in the radio programme, then he must be prepared to face the music as the workers and the entire citizens who have been pressed to the wall by his obnoxious administrative style would have no choice than to charge back.

“While we appreciate the general down-turn in the economic situation of the country, we make bold to say that some other states, such as Lagos, Kebbi, Taraba and Ebonyi with forward-looking governors are busy exploring other areas of opportunities like agriculture to shore up their revenues and make life better for their citizens and this is paying off as reflected in the increase in IGR and employment opportunities.

"Instead of the governor to copy his colleagues in transparency and creativity, what Ekiti people are seeing are over-priced white elephant projects being awarded by the governor to cronies and his family members while no one knows anything about the internally generated revenue profile of the state after Governor Fayose increased rates, taxes and tarrifs, including introducing fresh and suffocating taxes.

“We can only hope that Governor Fayose will drop his daily theatrics and wear his thinking cap and proffer solutions to the state’s economic woes. Certainly, retrenching workers should not be part of it.

“It is sad to note that under the administration, revenue-earning projects, such as the Ikogosi Warm Spring Resort, Ire Burnt Bricks, state pavilion, Fountain Investment as well as service-providing outfits, such as state Traffic Management Agency, Peace Corps, which employed over 3,000 Ekiti indigenes, have been crippled by the governor.

“As a group that has interest of the state and its citizens at heart, we would not hesitate to lead a protest walk against the governor if he refuses to order the SSG office to stop the planned retrenchment within a week,” the statement added.

NAIJ.com earlier quoted The Nation as reporting that seven local government pensioners have died in Ekiti state in the last two weeks following the hardship they faced with non-payment of their pensions and gratuities.

According to the report, this was revealed at the monthly meeting of the pensioners in Ado-Ekiti, the state capital, on Monday, October 30.

- Governor Ayodele Fayose is allegedly owing Ekiti state pensioners eight-month pension arrears

- This has reportedly led to the death of seven of them

- A group under the aegis of Concerned Local Government Pensioners’ Forum have tasked the governor on the need to make payments

A report by The Nation indicates that seven local government pensioners have died in Ekiti state in the last two weeks following the hardship they faced with non-payment of their pensions and gratuities.

According to the report, this was revealed at the monthly meeting of the pensioners in Ado-Ekiti, the state capital, on Monday, October 30.

The council’s pensioners under the aegis of Concerned Local Government Pensioners’ Forum urged Governor Fayose to pay their eight-month pension arrears.

They also urged the governor to pay them their gratuities, which they said had not been paid in the last five years.

The pensioners regretted that the situation had caused them untold hardship, adding that the situation has led to the spate of deaths of retirees who could not take care of themselves.

In a communiqué issued at the end of the meeting and signed by the forum’s protem coordinator, Alhaji Quadri Oguntuase, and secretary, Biodun Agboola, the pensioners urged the state government to accord pensioners’ welfare utmost priority.

The communique gave the names of the seven pensioners who died in the last two weeks as: J. O. Ojo, Adedayo Ojo, Modupe Aribisala, Abegunde, Ogunleye, Adelugba and Alhaji Abdullahi.

The retirees observed a minute’s silence in honour of the seven, who they said attended last month’s meeting.

The forum reminded the state government that local government pensioners had only been paid up till February, “contrary to the state government’s pronouncement in the media.”

Addressing journalists at the end of the meeting, Oguntuase said: “The situation has become unbearable for us and we have no option than to cry to for world to know that pensioners are suffering in Ekiti.

“The rate at which we are dying is alarming. Imagine the harvest of deaths in the last two weeks! Seven of our members died within the period and the situation was caused by non-payment of our benefits.

“It’s because our monthly pensions are not paid. Many of us lack the money to eat and to take care of our families. The denial of our rights has made many of us to become irresponsible fathers and husbands at home. In fact, many of those who died had no money to buy drugs to manage their ailments or to take themselves to hospitals. Things are as bad as that.

“We want the state government to pay us our pensions and gratuities. We believe it is not an offence to diligently serve our fatherland. The government should not watch while we suffer, because our entitlements are our rights. We should not be denied of them.”

In a related development, the Ekiti state government is under investigation for alleged diversion of over N680 million meant for salaries and pension of civil servants.

The money was traced by the Economic and Financial Crimes Commission to a fixed account which the commission claims yields N6 million monthly.

- Nigerian army has reacted to allegation that a wounded soldier was abandoned by the army and his monthly allowance stopped

- The army claimed that the wounded soldier was declared AWOL after he left the hospital without informing roper authorities

The Nigerian army has denied allegation that it abandoned one Private Abdulrauf Aliyu who was attacked and wounded by Boko Haram while he was on duty.

There was an allegation raised by a member of the Citizens United for Peace and Stability (CUPS), Idris Ahmed, that the army abandoned Aliyu after he sustained abdomen injuries and stopped paying his salary.

The army, in its' reaction to the allegation said Aliyu was never abandoned but rather disappeared from the hospital he was taken to without being discharged.

In a statement released by the army spokesperson, SK Usman, the army said Aliyu was declared Absent Without Leave (AWOL) when the army couldn't locate him.

The statement reads: "The Nigerian army’s attention has been drawn to an allegation by Mr Ahmed Idris of the Citizens United for Peace and Stability (CUPS) titled “Exposed: Corruption in the Nigerian army-How a Wounded Soldier was Abandoned by the Nigerian army and had his Salary and Allowances Stopped” which he posted on his Facebook wall.

"The Nigerian army being a responsive organization, has thoroughly investigated the allegation and wish to state that it is unfounded, erroneous, malicious and intended to cast aspersions on the leadership and reputation of the Nigerian army typical of Mr Ahmed Idris. We wish to state that there is no such case of corruption or abandonment of any Nigerian Army soldier least of all 13NA/70/6592 Private Abdulrauf Aliyu as alleged.

"For the avoidance of doubt, Private Abdulrauf Aliyu was posted to 1 Division Garrison on 18th December 2013 after 6 months military training at Depot Nigerian army, Zaria, Kaduna State, for military duties. On 11th December 2015, Private Abdulrauf Aliyu was nominated to beef up 158 Task Force Battalion at the Nigerian army School of Infantry (NASI), Jaji. The unit was later deployed to the North East. Private Abdulrauf Aliyu's unit was unfortunately attacked on the 18th April 2016 at Kareto by Boko Haram, during the attack, he sustained abdomen injury which after First Aid treatment he was evacuated to 7 Division Hospital and Medical Services for treatment.

"The soldier was later transferred to the University of Maiduguri Teaching Hospital for expert review and care. He has not been seen on several visits to both 7 Division Hospital and Medical Services and University of Maiduguri Teaching Hospital. All efforts to trace the whereabouts of Private Abdulrauf Aliyu proved abortive as he failed to return to either 158 Task Force Battalion nor 1 Division Garrison unit till this moment. It is important to note that he was neither discharged by any of the aforementioned hospitals, nor was he granted official pass by any Commander.

"Consequent upon this, his unit had no option other than to initiate Absent Without Leave (AWOL) and disciplinary procedures against him leading to stoppage of his pay and allowance in accordance with extant laws and procedures of the Nigerian Army. He was declared AWOL on 24th June 2016 and has spent a total of 183 days as at the time the Board of Inquiry (BOI) on his continued absence was set up. Therefore, BOI recommended that the soldier be Struck Off Strength (SOS), which was done on 16th August 2016.

"From the foregoing, this is a clear case of a deserter from the Nigerian army trying to run a campaign of calumny against the Nigerian Army on Social Media through willing accomplice as Mr Ahmed Idris.

"Therefore Mr Ahmed Idris, is strongly advised to please always eschew rushing to malign persons and organizations without proper investigation. You should allow whatever sentiment or malice you harbour against anybody or the Nigerian army not to becloud your sense of judgement. You should stop misleading the public through unfounded and baseless allegations.

"As it is now the soldier in question is a deserter who, if seen, should be apprehended and handed over to the nearest military unit or police station."

Samsung Internet, an alternative to Google’s Chrome browser, has received an update with a number of great features on board. The update, which entered public beta testing in August, is now hitting the stable channel.

Before looking at the features, let’s note that, with the latest update, Samsung Internet becomes compatible with virtually every modern Android devices (Lollipop or higher). Previously, the stable version of the browser was only compatible with recent Samsung devices, as well as Pixels and Nexus phones.

The first new feature is Night Mode and comes in handy when using your device in low-light conditions. The feature reduces the amount of bright light emitted by the display and shows white text on a dark background for a more enjoyable reading experience. A High Contrast mode is also available and is similar to Night Mode, but allows you to increase the screen’s brightness to see the text more clearly.

The new version of Samsung Internet also lets you download, install, and manage adblocking services from the updated Content Blockers section found in the browser’s settings. Additionally, you can keep your browsing habits private with the new built-in Tracking Blocker extension powered by Disconnect, which is enabled when you’re in what Samsung calls “Secret Mode”.

Editor's Pick

The update also allows you to sync bookmarks with Google’s browser thanks to the new desktop Chrome extension. What this means is that you can access your Samsung Internet bookmarks on a desktop PC (Chrome), and your Chrome bookmarks on a smartphone (Samsung Internet).

Other things worth mentioning are the Chromium engine upgrade that includes rendering engine improvements and support for CSS Grid. The company has also announced that starting in the US, Samsung Pay will be available to use with Web Payments, and that users of its browser will be able to earn reward points and spend them on everything from gift cards to Samsung’s latest products — see more details here.

Samsung Internet version 6.2 will be available in the next few days via the Play Store and Galaxy Apps store.
